I can be wrong, but I had a look at the page you mention, and apparently it's
made with a GPS module. Making a GPS with a module is a very easy task.
You take a development board, a module, you connect power, RX, TX and
that's all for hardware, as explained on the page I was mentioning.
The biggest difficulty in the page you mention is that if you do it from an old
cellular phone, then you have to extract the GPS module, and try to figure out
where are the power, ground, rx and tx lines. All the rest is easy, it's no more
than talking to a serial port.
If you want to create the module itself, get the signal from a patch antenna,
try to figure out what the GPS signal says, then it's more difficult.
