Is eagle 20 Pin DIP package wronng?

I created a PCB which has 20 Pin DIP package of eagle and used Foxit PDF Printer to print the pdf. When I view the pdf at 100 % size the 20 Pin DIP Package appears as 18 Pin DIP package size. See the pdf attached at 100% zoom. While printing the pdf I have set the scaling factor to 1.

You can always check the nominal package size and pin distance by eagle measurement tools.

I use o older software (Protel99SE) BUT every time i put dimension on corner of pcb(see atach).
This way i can check if my print is right.
And for pdf i use a driver (is free - pdf995) this way i print directly to pdf file.View attachment BottomLayer.pdf
