Is dynamic address good for controlling a device through net

remote hosting

I want a java application to control a device through the internet.

Do I have to buy a static address for making my java application talk to ma device. or is it possible to do it through a dynamic address. If so, please tell me how it can be done, I Will be gratefull!!! thx guys
