I bought 4017 counter IC. Is it can be use for logic gate or is 4017 is a logic gate?.

You can't use it as an AND, OR, NAND, NOT or XOR gate but it does have lots of those gates inside it. They are already pre-wired inside the package to make the IC do a specific job. In this case, it's a 10 stage sequential counter and you can't use it for anything else.

So is it 4017 still a logic gate? Eventhough it can't be use as an AND, OR, NAND, NOT or XOR gate.

Most people would say it is not a logic gate. It is a logic IC but because it can't do any of the things a gate would do it would normally be considered to be too specialized to be called a gate.

When we describe a logic IC as a gate, we normally mean it can be used to compare inputs and produce a single output. For example, a NAND gate may have two or more inputs and has one output. The output is always predictable from the state of the inputs. The 4017 probably contains 100 or more inter-connected logic gates, all built on one slice of silicon and it has 11 outputs. It's outputs can't be predicted from the state of the input pins because some of it's internal workings depend on conditions set up earlier.

Since you want to know about a CD4017 IC then why didn't you look at the datasheet for the CD4017? It is made by many manufacturers and they all have a detailed datasheet for it that explains what is does.
