IP vs. TCP/IP

dears

i read in CCNA course that IP is a connectionless protocol but TCP/IP is a connection oriented protocol .

what does this mean ?
 

in one interview they asked me the packet structure of TCP/IP... i know packet structure for Ethernet..

if you know, can you share packet structure information for TCP/IP ....
