Finland the first country in the world to make broadband access a legal right

We knew this was coming, but starting today, every citizen of Finland has the legal right to a 1Mbps broadband connection,
meaning that providers are now required to make the connections available to everyone.
The government of Finland has also promised to make good on its goal of getting every citizen with a 100Mbps connection
by 2015, saying that they now consider internet access a basic requirement of daily life.
We're with you on that one, we promise.
At the time of writing (June 2011) it is typical to be paying €25-40 per month for an 8-10 megabits per second (Mbps) download / 1 Mbps upload broadband ADSL connection.

In my home town in Mid-Finland we can get optical cable line to home with speeds
10/10 Mbps ,10/10 Mbps , 100/10 Mbps , 100/100 Mbps
Via normal telephone line
1....8Mbps ADSL and 16...24Mbps ADSL2
For example
Internet connection 10/1 Mbps
Download 10Mbit / sec. is about 1 Mbyte / sec. from internet to PC
Upload 1Mbit / sec is about 100kByte/sec from PC to internet
ie. downloading 100Mbyte file from internet takes at full speed minimum 100 sec.
but uploading same file to internet takes 1000 sec. minimum. ( 16.7 mins. )
