Interfacing FPGA output to HDMI display

This is just a question from a retard/noob just wanted to see if I have the correct picture.

Say I have a FPGA chip like the Altera Cyclone with no fancy TDMI output/inputs. Can I use the ADV7511 from Analog devices and connect it to FPGA pins and then use the internal/external memory as a video buffer to write the data to and then have the fpga continuously read from the memory and output to the output pins to the HDMI output (plus put in a condition for it to stop reading while I am writing to the memory).

Will this be too laggy if implemented or this isn't possible and I am just a dumb engineer.

I found this application note with verilog code for FPGA for the ADV7511 https://www.analog.com/static/imported-files/application_notes/AN-1270.pdf.
