interfacing 2 Ethernet PHYs using capacitors

hi, all,

I am interfacing 2 Ethernet PHYs following **broken link removed**
One PHY is 1.8v biased while the other is 3.3v. (see attached photo).
However, the circuit is not working. When pinging from one to the other, timeout happened.
I used an oscilloscope to probe the either TX or RX pair, initially i only saw the link pulses. After a while (maybe 5 seconds), negotiation passed and they started working.
any thoughts?
