Intell 8085 microprocessor and the control and timing unit

I have been studying the Intel 8085 microprocessor and studying the machine cycle and bus timing diagrams. I have noticed one thing and want your confirmation. I feel that the control and timing unit is crucial to the working of the Intel 8085 microprocessor since it generates the necessary control signals for the execution of the instructions stored in the program memory, also can we call it a state machine as it's states are based on the instructions ultimately given by the user?? Thank you in advance! Are my observations correct???
 

The 8085 is executing microcodes to perform an user instruction, like load a word from memory to the ALU. I would call it also a state machine or micro program sequencer. The block in the datasheet "instruction decode and machine cycle encoding" with timing and control is performing the sequence to execute user instructions.
