This device provide insulation resistance measurement in range 1...99MOhm under 500 or 1000V test voltage. if resistance >99M displayed "FF", if <1M - "LL".
steel transformer taken from 220VAC/5VDC wall socket adapter, low voltage coil rewinded (that's easy). also mcu do some battery control functions.
