Where it is used and please if anyone has any related to it,ie device structure ,operation?

As far as I see, IGR hasn't etablished as a technical term and no device with this name is technically used. You may want to review the quoted 1982 IEEE paper to understand, what the authors are talking about.

I'm pretty sure it's just an old name for IGBT.
