Hello,

Search for ECMA 287, you can download it free. It is similar to EN 60950. It is not intended for high voltage application, but is will give you some idea of what you can expect. In case of surface to air path between HV part, you have to think of large creepage distances. Creepage distance is determined by working voltage and clearance is determined by accidental maximum overvoltage.

Creepage, clearance and distance through insulation depends on whether it is functional or safety insulation. When it is safety related you also have to figure out what happens when failure occurs (single failure may not result in a hazard).

I suppose it is a 5kV working voltage (not transients due to over voltage issues). In such cases you have to carry out good field strength analysis around structures with small curvature (edges). It is very likely that small (corona) discharge will occur that in the end will destroy insulation.

Try to get IEC 60664. This also shows creepage distances for various pollution degrees and materials under HV. For your case you have to think of several centimeters creepage distance.
