I have a 220v (AC) heating element. like this :

it's work fine and resistace between of terninam and metal body is over 100 mega ohm.

but when i turn on the circuit, it's body has ac voltage. i think it is an induced voltage. is it true?
my circuit has no ground.

is there any idea for remove this voltage? ( without ground or earth wire ).
Instead of measuring body "voltage" (I guess with a 10 Mohm multimeter or so), you better measure leakage current.
Two points that should be considered
- Isolation resistance is decreasing with temperature
- Even if the leakage current is quite low, e.g. < 100 µA, the insulation isn't necessary qualified for operation without protective earth connection
