In the form of Add Layer Purpose Pair ,display resources??

In cadence IC50 (CIW->tools-> technology file) When I want to add or edit layer,then occure the form of Add Layer Purpose Pair,But the layer display resources didn’t be edited,so I ignore it ,it ‘s default value is default packet,but in LSW window the layer didn’t be found.
Why and how to solve it?thanks in advance!!!
