I want to design an embedded system to place a IC on it's footprint on the board automatically and exactly. My idea is to use a camera to take photo for the footprint and to use another camera to take photo for the bottom side of the IC and do some image comparing between the two images (assuming that the IC is BGA). I am kind of new to the image processing, so I need any recommendation for the hardware that can be used in such project, also any help in finding the sources or the steps to start would be great.

You can use any dsp processor with sdram or flash interface to store images. You can also use FPGA with external memory Interface

Kindly go thru the link for some of the sample low cost boards for DSP and FPGA
