1200V IGBTs are fine up to 10 or even 20 kHz switching frequency, it's a matter of acceptable switching losses.
 

The absolute upper limit is 1/(ton+toff) but by this point you will
be spending all your time in lossy conduction. You probabl;y want
to model the turnoff and turnon event energies, and turn them
into power numbers with your fSw along with the straight
conduction loss for the maximum "on" interval, and see what
your power dissipation limits and your efficiency goals say
fSw can be (efficiency is liable to be the first limit met).
 

For ZCS application you can easily go up to 100khz.(for acceptable efficiency)
For hard switching like motor control 20khz is upper limit for higher efficiencies.
For ZVS 30khz will be fine but due the long tail current of this type ZVS is not efficient as ZCS.
It is a medium speed IGBT and not HIGH SPEED.
