Idea for designing a counter

I get a trigger signal(3.3v) for every few seconds and whenever I get this signal I need to count it. Say for example I turn on my device at morning 9 am and I get a 3.3v signal for every 2 seconds, by end of the day I need to check how many times I got that signal. A LCD display would be preferable for viewing and keep track of the count, And I need a non-volatile memory too. Can someone advice me how I can do it, do i need a Micro-controller? I'm a beginner in electronics so please elaborate it to me, and also I'm planning to do it from scratch so please advice me the right component too.
 

It really depands if you good programmer , hw programmer, or analog circuit designer. As a HW programmer i could do it on CPLD or FPGA ( rather CPLD cause it have non-volatile memory) because 3,3v is they standard logic level.
