ICSP error when RBPU enabled ?

hi all
my prog (a JDM and an elnec pikprog+) cannot ICSP program a 16F84 when portB pullups are enabled :(
anybody had the same behaviour or a tip ?

no more error, but an excessive capacitance load :?
i think RBPU isnt a problem with ICSP :)
