Invoking icfb will load all custom design tools including Front-end simulation and Back-end layout. This is what the name icfb means.
icms will only load Mixed-Signal simulation tools. You can not edit layout by invoking icms.
If you only need to do simulations, invoking icms is faster than invoking icfb.

The major difference comes in the speed and the amount of memory used.

In icms the speed is faster and the memory used is smaller compared to that of icfb
