ic dual voltage positive and negative

Hello everyone I want to ask a question a little elementary...

an ic that requires a dual supply voltage like operational amplifier as op249f or an analog multiplexer as dg_508_a, who expect to be fed to + / -15, why, in the case they receive only the positive supply, absorb heavily (more than twice the normal absorption)?

Floating a supply pin often causes the part to be parasitically supplied by ground connected pins through substrate diodes. This might involve excessive current consumption, at worst case even destructive latch-up.
