If datasheet specifications aren´t provide referred to same points required by tool CAD, you must manually redraw the model accordingly.

Hi Follow these steps-
1. Create pad for ball grids of size defined in datasheet. (tool- cadence> Pad designer)
2. open Allegro editor.
File>new -->package symbol> add package name
3. set the grid as per your requirement.
4. Add library path for pad and psm files.
5. go to Layout> choose pins. /or add pin radio button. browse the pad(.dra)
6. name the pin, number in row, pitch according to datasheet.
7. better keep origin at center position.
8. after placement of all pins ,make silk screen, 1st pin mark etc.
9. make place bound top. assign height of the component (setup> area> package height)

Hope this is useful for you.
