I have a project that ask me use PLL CD4046 to send/receive A/D signal via poweline. So if you know about that, please tell me more. Thank you very much.

There are several aspects of this issue.
First, the 4046 can not do anything by itself. You need a microcontroller to read data from ADC and control 4046 as frequency modulator or FSK modulator.
Secondly, you need a driver that will take signal from 4046 (0-15V, 0-5V, ..) and pump it into a power line ..
At the receiver end you will look at picking up this signal, demodulating it with 4046 and another microcontroller has to convert this signal to data that will be used for something ..
Last thing in this post is, that it can be done within a building or a short distance; basically you will face difficulties if you plan to send data beyond your power meter ..
