HV9910B draws just 1mA of bias current

Page 4 of the HV9910B datasheet says it draws about 2mA of bias current (i am not including the FET drive current here).

Can it really be this low?

Surely the internal linear regulator alone would draw more bias current than that?

OK but i just cannot get over this pwm controller needing just a meagre 2mA to run itself.........the old UC3843 pwm controllers draw around 14mA.

2mA seems unbelievably good?

High voltage input linear regulators usually use high voltage pass transistors, which have a low hfe, meaning they need a high base current to work.......but the linear regulator inside the HV9910B doesnt seem to be afflicted by these disadvantages...why?
