Well, there are simulation tools that enable SPICE simulation at RF frequency range. What matters is that all models are valid at high frequencies (transmission lines, transistors, diodes, etc.).
Currently I'm looking for all RF Spice-based simulator tools and it seems that there are plenty...
SPICE started out as a low frequency simulator. The models of active devices have parameters that do not change with frequency. For instance, parasitic resistances.
About 15 years ago the package parasitics were included in a subcircuit and this extended the frequency of accurate modeling a bit. This modeling was for through hole packages.
At the high frequency end several companies started making simulators that used S parameters and therefore were more accurate at higher frequencies.
I would suggest that you concentrate your search efforts on SPICE type programs made by these microwave simulator companies because they are more experienced in higher frequency simulating and will very likely have more accurate simulators.
