Hi,
study the basic architecture, learn VHDL, read material so that you know what is synthsizable, learn to simulate and write testbench. Download some small programs to the test board and then some bigger ones.
Go to xilinx website and download the free version of ISE and modelsim,then go to ISE document page and download all documents...read the documents and understand the big picture ...

first of all you should learn a hardware language like vhdl or verilog and then select an fpga and learn the software of that fpga(for example ise for xilinx and quartus for atera)
at finally you must test your codes practivcally on starter board.
the spartan 3e starter kit from xilinx (digilent made the design) is also pretty good. It costs only 50 dollars more ($150) and it includes much more memory (64mb ddr, 128mbit flash etc), more programming options, usb programming cabability built into the board, 10/100 ethernet, 2 line lcd screen, a larger fpga (500,000 gates) and more.
