How to Plug and Play COM port?

I want to build a circuit, this circuit interfaces to Windows by COM port. And when I Plug the cable of this circuit to COM port ---> Windows will dectect automatically this circuit (or this device)....

How to build this circuit, and intefacing circuit 's controlled by whichever standard?
Help me. Thanx!

Windows can do "plug+Play" hardware detection on the serial port, but I'm not sure if a restart is needed. See here:

However, if that is not really what you need...

You can make your *application* running on the PC recognize the fact that something has been sent to the serial port, but not just the connection of a device if it does not send anything.

For instance, you can use the serial port interrupt to trigger your application on a received character, a change in "Carrier Detect" or change in "Request To Send" signals.

serial / com port is designed according to RS-232 https://www.camiresearch.com/Data_Com_Basics/RS232_standard.html which is basically follow the UART/USART technique https://www.freebsd.org/doc/en_US.ISO8859-1/articles/serial-uart/ , which generally dosent support PnP,
unless u make a background process which will serch for serial device periodically
