How to manage eda server?

Our company has just set up an eda server, about 10 people to use, want to ask privilege management issues.
I have previously learned that Huawei's eda server privilege management is set by project(For example, if an employee participates in the A project, then the employee can get projectA-Group privilege).
Our company is not bigger than Huawei, only are ten people, and basically everyone participates in all projects.

My initial thoughts are:
Create two groups, one ManagerGroup and one UserGroup.
ManagerGroup has sudo privileges, to install/uninstall software.
UserGroup has standard privileges, and can only use software.
Does it require privileges restrictions between each user?

Is there any related articles recommended about Linux eda server privileges management?
