How to make the audio Video synchronization

I am having a problem in synchronizing the audio and video frames.
How do I identify the audio data for the current video frame ...?

Reply would be greatly appreciated ...!!!

Hmm...I am trying a to develop an encoder for HDMI ....where I found lipsync is a great issue and the solution which I found is delay the audio data depends on the video latency. But my question is Is that a good idea to just making an offset in audio will solve the problem. Is there any clever idea to make the audio video sync ....?
 

Yes,
Usually audio processing is faster than video one.

Thanks I plan to go ahead with the offset delay for the audio....Can you you help em to find an article to understand the underscan/overscan behaviour ......
