I would say you will need two chips A HDMI transmitter and an analog frontend. For the HDMI transmitter you can use a silicon image chip Silicon Image Products - HDMI Transmitters or NXP NXP Semiconductors[i=55186]|pp=[t=pfp,i=55186] or Analog Device Analog/HDMI/DVI Interfaces | Audio/Video Products | Analog Devices all of them use digital RGB or YUV data as an input. So depending on which analog (e.g. CVBS-Video or VGA or ...) you need to select a different analog frontend. e.g. this one may not be the cheapest, but supports several input formats http://www.analog.com/static/imported-files/data_sheets/ADV7441A.pdf regards
