How to make a cheap FPGA development board?

Hi

For those who are familiar or worked with FPGA Development Boards

Who knows how to made a poorman's FPGA Development Board?

I mean does someone have a practical schematics and PCB for such a board.
It is not required that it is to be very-high end.
