how to licence tanner tool v 13.00

can any one help me in licensing tanner tool version 13.0
i had done every thing that is needed from creating lvsrc file to seting envoirenment variable
i am using windows 7 64 bit
but yet when ever i try to run l edit or s edit it shows "hardware lock" and "envoirenment variable not set "

If you have a legal copy of the software then contact Tanner. Don't ask for help with illegal copies here.
