How to know which VB.NET components I need in exe file to run it on different PC?

When I make an exe with VB.NET, and I want to make it work on another PC that doesn't have .NET Framework installed, how can I tell which components I need from the .NET Framework, and include them in the exe, or include the required files with the exe...

Its like you are asking the software to work on a machine without CPU.....dotNET framework is a must,its a runtime environment - JVM kind,virtual machine, without it you cant expect your program to work.

Here is an example, when you install norton system works on your PC, it requires .NET framework, but the guys who made it only include required components, no need to install the whole .NET framework, also when csmicrosystems finish their new codedesigner, they will include required .NET frame work components only, they did not say we will include the whole .NET framework.
