Hi,
I've a node locked IP Core. I designed a aboard and I used that core to implement my design.

Now I want to sell the board with that design. But the design can not be synthesized or implemented on other PCs because of license error.

I tested NGC. I created a new NGC file of IP Core and used it in a new design on other PC.
But in the case, the new NGC core needs to be licensed?!

Can I convert the core to any thing like NGC that will not need to be licensed?

If it is a node locked license, then every PC implementing that design should have a license for that core. If you are selling the board, then why don't you sell the bit file also.

The core is a part of the design in the FPGA that takes 3% of total area. remaining space is for user and user should be able to implement his codes on it.
I'm thinking about any solution!

Your taking the wrong approach. You cant legally resell a Xilinx core. Make your design so it interfaces with the Xilinx core, but does not include or require it to build. If the cutomer wants to buy the Xilinx core or make their own they can. If the Xilinx core is integral to you design then you should of thought of that before...
