I knw how to make a random noise with 6 db. But I m sure how to incorprate flat frequecncy.. 0 - 90 mhz. can anyone explain it or give a code . thanks

Generate random noise to the signal such that the peak
signal-to-noise ratio is of the order of 6 dB. Document/describe how this program works. Assume
that the noise has a flat frequency distribution, extending from 0 to 90 MHz. Plot the noisy echo
signal in the time domain, but keep the sampling rate at 100 MHz
