How to find the Diversity factor for given load in electrical distribution system?

I came across the Load calculation table in which the Maximum load is multiplied by (0.7, or 0.9 in my case) a factor to get a Diversified Load.
Is there any formula to calculate the diversity factor?
Is the diversity factor depends upon wire (area, length), Load, voltage drop, or resistance?
Is the calculation of Diversity Factor is same as in single-Phase and Three-Phase?
 

chuckey's reply is helpful. meanwhile, if you need a proposed number for particular customer and condition you can find it in electrical installation books.
