One power off block has pass-through signals which should be driven by always on cells. I have one question, when writing out netlist for this block, how to distinguish the always on cells in the power off gates sea? Thanks for your sharing.

By the cell name. For some tools, it might also be obvious from the instance name.

So there is another lib for always on cells, they have special name, like 'AO_BUF...'? Or same lib, but instance name is special?
I thought some companies use power present netlist, always on cells have power pins connecting to always on power.
The problem is what the power tool like conformal power needs?
