How deep in the design of TV transmitter are you going to go?
There are two approches to this project:
1. You select TV channel on which you want to transmit and starting from AM modulator all blocks are band-pass type.
2. As output stages you use wide-band linear amplifiers and AM-modulator selects TV-channel. In this case you can have several AM-modulators hooked to one output amplifier.
Regardless of which way you accept you will have 3 main blocks: AM-modulator (including FM stage for sound), pre-amplifier and power stage.
