how to design a system clock generator ?

Dear all!
I am a new one.now I need a system clock generator for cpu in the range of 100-150 MHZ and pci bus 33MHZ,I am going to design it with fpga,but i donnot know how to start ?please help me! In addition, i wonder what can do it except that method?someone can tell me,thank you! huanyxj
