how to design a single frequency vna for 1.6 to 2GHz
I am designing a single power single frequency tansmiter and reciver which should pass though a medium and i can then calculate the reflections recived for making certian predictions
 
What you describe sounds like a home-brew radar. Transmit a brief burst, then turn it off, then go into listening mode.

There are transistors known as 'microwave' transistors which are made to operate at rf frequencies. Build a tunable oscillator around it.

Or, you might start with a commercial unit on your band of frequencies. Alter it so you can adjust it. Wi-fi module, wireless network module, hand-held phone, etc.
