how to design a IRDA to RS232 and RS232 to IRDA?
I wang use it in NOKIA-8250 communication with PC !
 

TOIM3232 from www.vishay.com . Check the datasheet, there is an application example there. But check your mainboard also, many mainboards have built-in irda controller, you'll need only the optical transceiver in this case.

If I understand well, you have problem with irda interface on PC side, why dont you buy irda device with USB interface, its about 15 Euro's in my country.
