How to design a converter that will convert RF to TLL ?

RF to TLL

How can I design a converter that will take 100mV p-p sine wave at 20 MHz and convert to TLL level square wave to drive digitial circuits.

You need simple RF amplifier with one or two transistors.

Look for an example at digital frequency counter, external sampler (page 3 of pdf):
