How to define trace/via/Cu pour keepout

How to define trace/via/Cu pour keepout only for particular layers?. Not all. And I tried Place- Polygon pour cutout. It is not applied for the traces. Thanks.
 

go to design>rules and open routing>width(if u want u can right click and open a new rule).In that page go to right side and select layer,there u can assign a particular layer.

I'm asking about the keepout/cutout for the traces. There shouldnt be any trace or CU pour or the via. Thank you.
