how to communicate between ethernet cards

Hi:
i m working on network intrusion detection.In this project i have to capture the raw data from one nic and send it to the other nic on the same computer by remaining below the driver of the nic so that the data can't enter the TCP/IP stack of the Linux kernel 2.4. can u kindly guide me in this regard what should i do and which stuff should i study in order to find a hardware solution for this.

how to develop an ethernet based application..........i have a stand alone unit i need to make it ethernet enabled for a lan communicatin........can any1 tell me as how to go about developing the ethernet application........i hav seen sum realtek ic is used.........but i need to no how to go abt designing an application using it
