How to choose the size of a transistor for power amplifier? use ADS

I am designing a 2-stage power amplifier using GaN technology and am currently selecting the transistor size. I aim for maximum power and efficiency, as well as achieving higher PAE and POUT at the P1dB point. However, while larger transistors generally perform better in these aspects, they also consume more area. I noticed from IEEE papers that not everyone uses the largest possible transistors. How should I determine the optimal transistor size?
