How to calculate SNR

I am trying to learn about FMCW. I have the following specs of the radar

Frequency: 16-18GHz
Range: 20m
Resolution: 75mm

The main building blocks are PLL(8 to 9GHz),BPF, 2x Multiplier(16-18GHz), Power Amplifier and Coupler on transmit side and on receiver side , I would have BPF,LNA, mixer and then ADC.

Antenna is common for TX/Rx

I want to calculate the link budget for these blocks. Not quite sure, where to start with. After referring to some resources, I found that assuming a receiver SNR to be 13dB would be the starting point and to apportion the RF budget for the blocks accordingly. Is it the correct way? Guidance required. The application is towards tank level measurement.
