How to buid a divide by 15.6 frequency divider ?

maybe you can use delta-sigma modulator and 2divider(/15 and /16) to do it.

What frequency is the input? Is it fixed or varying?

Here are a few ideas. I'm sure other folks will have more suggestions:
1. A divide-by-78 counter followed by a PLL that multiplies by 5. Or vice-versa.
2. A divide-by-78 counter followed by a bandpass filter tuned to the 5th harmonic. Or vice-versa.
3. If you don't care about high jitter, use some digital logic that outputs 5 pulses for every 78 input pulses.
4. Use direct digital synthesis (DDS) technique. Digital accumulator or counter, sinewave ROM, DAC, and low-pass filter.

Do you mean that you want to *increase* the frequency? That would be a frequency multiplier.

Your input frequency is fixed, but your output frequency is variable? Is that correct? That sounds like some type of programmable synthesizer.

I wanna use the divider for a PLL. The divider will be used to devide the output signal of the VCO.
