How this A.R.C unit (connected to every station of a rotogravure printing machine) works ?

There are two SCRs , some IC's (ATMEGA 895C1) and others ...

What components might gone bad , because its not working properly ?
 

The first thing to make sure any plug-in ICs are siting properly in their sockets. If any have been removed, remove them again and check that their pins are straight, often if they are not put in properly, the pins bend through 120 degrees underneath the chip and the only contact is with the "knee" of the pin just touching the IC socket,which will loose contact over time with oxide/vibration. Else look for smoke, over heating resistors or chips, bubbling capacitors.

I don't know what an A.R.C unit do ............

An A.R.C system used in a Rotogravure printing machines of flexible plastic films & materials (used for wrapping of the food , candies, biscuits etc) ..... they are used to automate the printing process so that the particular color keeps inside that particular design and logo (used so that the exact color lies inside the particular design and the no. of colors used in a printing job the same no. of stations of the machine used in the process of printing of that particular job) ....
 

What should an "ARC" unit do? What do your ones do?
The abbreviation means automatic register control or similar. In a usual implementation optical sensors are reading the register marks already printed on the paper/film and adjusting the current printing station to fit the position.

What things should be looked for to test and check this system ?

if the system is not working at all , what things and/or what tests and checks should be done to diagnose any faults ?
