How many mcd/m2 an LED display must be for outdoor operation

Hi all ,

How many mcd/m2 an LED display must be for outdoor operation? is it 6000+ mcd/m2 or this is not enough?

Also, for 1 meter mcd measurement, do i add ALL LEDs maximum intensity (in mcd) in this area or it has to be calculated as a function of framerate?
