How is frequency synchronization attained in a GPS module

GPS modules have provision for standard frequency output synchronised to GPS time. Normally this is either 10MHZ or 5 MHZ or 13mHZ.We have requirement of synchronising 14.4MHZ to GPS without losing signal quality. If PLL were used, close in phase noise will be limited by that of PLL.
Any idea how synchronised frequency is output in a GPS module.
How 14.4MHZ can be synchronised to GPS.
