how I can release the com1 port that is used by another program.

Close that program is easiest way. You may use Task Manager to do this.

He whant to release com port from some program, to be free for use in another program.

He dont whant to close or disable com port.

when a com port is accessed by an application , it is locked for that application by the os until it is closed by the appln wherein it is released by os.
